JoAnn Milliken, Ph.D. is the program manager of the DOE Hydrogen Program, directing research, development, demonstration and deployment activities in hydrogen and fuel cell technologies. The program is charged with implementing the President’s Hydrogen Fuel Initiative which aims to reduce oil use and carbon emissions through the development and implementation of hydrogen production, storage and fuel cell systems.

Dr. Milliken received a bachelor’s degree in chemistry from LaSalle University and a doctorate from the University of Pennsylvania, both in Philadelphia, Pa.

She began her career as a research scientist with the U.S. Naval Research Laboratory in Washington, D.C., and later as a program manager at the Office of Naval Research. Dr. Milliken has been with the DOE since 1994.
